(1) Vendor needs to provide underwriting services to the government authority located in Manor, TX. – Provide underwriting and related capital markets services in connection with the issuance of bonds and other debt obligations. – Establish a pool of up to twelve qualified underwriting firms from which underwriters may be selected on a transaction–by–transaction basis. – Provide professional underwriting and related capital markets services in connection with the issuance of the agency's debt obligations.– Develop, structure, market, price, and successfully execute debt financings that support the agency's capital improvement and financing objectives.• Transaction structuring:– Financing alternatives analysis. – Debt structuring recommendations. – Call feature recommendations.• Underwriting services:– Senior manager services. – Co–manager services. – Selling group participation. – Book–running responsibilities.• Marketing and distribution– Investor outreach.– Roadshow participation.– Retail marketing strategy.• Pricing and execution:– Market monitoring. – Pricing recommendations. – Sale execution.• Additional services:– Capital market updates. – Credit strategy recommendations.– Debt capacity analysis.(2) All the questions must be submitted no later than July 15, 2026. (3) The contract period will be for three years.
