QVL FOR ARCHITECTURAL SERVICES - TASK ORDERS

The County of Orange (County), consisting of 22 agencies and departments and the Orange County Flood Control District (District) deliver a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County’s public works department (OC Public Works) to enrich the community through the efficient delivery and maintenance of public works infrastructure, planning, capital improvement, and development services. Department Name intends to pre-qualify firms to provide Architect-Engineer (A-E) and A-E related services County-wide and District-wide for various maintenance and capital improvement projects. Through this Request for Qualifications (RFQ), the County will evaluate responding firms based on the qualifications and requirements established in this solicitation and will establish a Qualified Vendor List (QVL) consisting of firms determined to be qualified to perform the applicable A-E disciplines and services. From the firms determined to be qualified and placed on the QVL, the County intends to select certain firms for initial contract awards, subject to approval by the Orange County Board of Supervisors, as applicable. Firms that are determined to be qualified but are not selected for an initial contract award will remain on the QVL and may be considered for future contracting opportunities during the effective period of the QVL, subject to County needs, available contracting capacity, applicable procurement requirements, and required approvals. Placement on the QVL does not guarantee the award of a contract, task order, minimum dollar amount, or any specific volume of work. Likewise, the award of a contract does not guarantee that any particular amount of work will be assigned. The County reserves the right, at its sole discretion and in accordance with applicable County policies and procedures, to make multiple contract awards and to utilize qualified firms from the QVL as future needs arise. Contracts awarded as a result of this RFQ process shall have a maximum term of three (3) years. At the conclusion of the applicable contract and/or QVL period, the County may issue a new solicitation to establish a new QVL and provide firms an opportunity to compete for future A-E services.
