REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) REPUBLIC OF UZBEKISTAN CONNECTIVITY AND TRANSPORT SECTOR IMPROVEMENT PROJECT Project ID: P509487 Assignment Title: Consulting Services for the Implementation of an Enterprise Risk Management (ERM) System for JSC “O‘zbekiston temir yo‘llari” Reference No. (as per Procurement Plan): UZ-CTSIP-1004-CS-QCBS-UTY-PM-04 The Republic of Uzbekistan has applied for financing from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group toward the cost of the Connectivity and Transport Sector Improvement Project (CTSIP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the design, development and implementation of an integrated Enterprise Risk Management (ERM) system for JSC “O‘zbekiston temir yo‘llari”, based on the COSO Enterprise Risk Management Framework, the COSO Internal Control – Integrated Framework (ICIF), and the requirements of the ISO 31000 Risk Management standard. The assignment comprises three stages: (i) assessment of the current risk management and internal control system and development of a target ERM operating model and implementation roadmap; (ii) development/updating of the ERM methodological documents package; and (iii) joint, on-the-job implementation of the risk management system, including training of Client staff. The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. JSC “O‘zbekiston temir yo‘llari” (the “Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Experience working in international consulting firms of a similar level: The Consultant's team includes professionals with senior-level backgrounds in leading international audit, risk, and consulting practices, holding globally recognized certifications (CIA, CRMA, PRM, FCCA, ISO31000). 2. The Consultant's team experience in providing COSO-based ICF/ERM implementation services in Uzbekistan or other CIS countries: The Consultant team has direct, hands-on experience designing and implementing COSO ICF/ERM and ISO 31000-based risk management systems for large non-financial sector enterprises in Uzbekistan and other CIS countries. 3. Local presence (branch or representative office) in the Republic of Uzbekistan and familiarity with national legislation: The Consultant is headquartered in Tashkent, Uzbekistan, with established local presence and availability for regular physical meetings with the Employer. The Consultant demonstrates familiarity with national legislation and regulatory requirements applicable to state-owned enterprises. 4. Team's proficiency in the project's working languages (Russian and English): The team must demonstrate strong command of both Russian/Uzbek and English, the working languages of the project, ensuring effective communication, accurate documentation, and clear reporting throughout the assignment. (Note: Consultants shall clearly describe relevant assignments, indicating the client, country, duration, scope of services, and role of the firm.) Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain 5 to 8 firms. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank's “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method, as set out in the World Bank's Procurement Regulations for IPF Borrowers and as further detailed in the Request for Proposals (RFP). Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by August 17, 2026, 6.00 pm (Tashkent time). Late expressions of interest will be rejected.
