(1) Vendor needs to provide professional comprehensive parks and recreation strategic plan consulting services.– Develop a long–term strategic framework that will guide the future of the County’s parks, recreation facilities, trails, and related services.– Develop realistic, prioritized recommendations that reflect the county's financial and operational capacity.– Identify implementation strategies, funding opportunities, and performance measures.– Assess current and future recreational needs.– Utilize differing methodologies, public engagement strategies, analytical tools, and project delivery approaches.– Review available county data, mapping, GIS information, and existing planning documents relevant to parks and recreation services.– Engagement with County residents across diverse geographic areas, demographics, and recreational interests as well as regional and non–resident users who regularly utilize county parks and recreational facilities.– Identify service gaps, operational challenges, emerging trends, strategic opportunities, and system priorities that will establish the foundation for development of the comprehensive parks and recreation strategic plan.– Identify opportunities to enhance partnerships, improve operational effectiveness, and strengthen stewardship of county resources.(2) All questions must be submitted no later than August 6, 2026.
