(1) Vendor needs to provide financial and risk consultant service to the government authority located in Philadelphia, PA.  – A cost–benefit analysis of a public–private partnership to locate and sustain a modular housing factory to city, including a complete evaluation of the viability, potential governance and financial models, and risks to the city.– City or a city–designated holds the ground lease rights with a private operator holding a long–term operating agreement tied to performance milestones related to affordable unit production, local hiring and workforce development outcomes. – Facility is privately owned and operated by an independent operator that produces modules to the city’s specifications. – A fully vertically integrated developer operator that controls the full production to delivery supply chain.(2) Pre–bid meeting will be held on August 4, 2026.
