(1) Vendor needs to provide target zero manager communications lead services to the government authority located in WA. – Provide professional communications leadership and support for the Target Zero Manager (TZM) Program.– Provide strategic communications leadership, training, technical assistance, and resources that help TZMs communicate effectively with local coalitions, media, stakeholders, and communities.– Social media guidance:• Develop social media content guidance, template posts, content calendars, and best practices for TZM use.• Create seasonal and campaign–specific social media content as requested.– Messaging, content, and materials:• Develop core message platforms, talking points, and template language for common TZM communication needs.– Media relations and local communications support:• Establish best practices and how–to resources for TZMs to work with local media.• Support TZMs in developing regular communication channels with local media networks.– Training, coaching, and technical assistance:• Provide communications training to TZMs and, as approved by agency, to regional coalition partners.• Offer individual or small–group coaching to help tzms plan local communications activities, respond to media opportunities, or develop materials.– Communications leadership for the TZM program:• Lead agency effort to make communications a consistent and practical component of the TZM program.• Create a communications support model that can be used by TZMs in urban, suburban, rural, and Tribal–adjacent communities.(2) All the questions must be submitted no later than August 10, 2026.
