REQUEST FOR EXPRESSION INTEREST (REOI) Loan/ Credit No. IDA V3100 PROJECT ID: P172012 Subject: Request for Expression of Interest (REOI) for Provision of Consultancy Services for Geotechnical Investigations and Studies for the Design of the Mesurado Industrial Fishing Port Reference No.: LR-NAFAA-572805-CS-CQS The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the construction of an industrial fish export terminal and an artisanal fish landing site at Mesurado Pier in Monrovia. The artisanal fisheries landing site will be equipped with post-harvest processing facilities, fish market facilities and store facilities for the sale of vessel engines and nets, engine repair shops, toilets and water supply facilities. The Government of Liberia through NaFAA is soliciting the services of a qualified Consultant Firm or Consultant Consortia to conduct geotechnical investigations and studies for the design of the Mesurado Industrial Fishing Port. The objective of the consultancy is to contract a geotechnical firm to undertake: 1. The 6 (six) geotechnical boreholes required; 2. The analysis of the data from the laboratory tests; Given the impossibility of mobilizing a jack-up barge within the timeframe of the project, it is proposed that the boreholes inside the port are carried out from a normal flat barge, whereas the boreholes on the seaside of the breakwater are carried out over the edge of the breakwater slope, using either coarse backfill or scaffolding to hold the drilling rig in place. The geotechnical investigation shall likely comprise: • CANOE HUB - 4 boreholes drilled over the outer slope of the lee breakwater to a depth of 20 metres below LAT level. The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.) The shortlisting criteria includes the following qualifications: Qualification Requirements and Composition of Study Team: The Firm must show evidence of minimum ten (10) years’ general experience in geotechnical engineering, marine geotechnical investigations, and marine construction works. To demonstrate required competence and adequacy to successfully complete the assignment, the firm must have specific in-depth and recent experience in at least one similar assignment in the last 10 years. Further, the firm should preferably be ISO 9001-2015 certified and should be able to field key professional personnel with adequate technical background, experience and capability in the field of marine engineering. The firm must have certified access (i.e. direct ownership or a valid rental agreement) to a flat barge of the required dimensions from which to carry out the boreholes inside the port. The materials testing laboratory to be used for the analysis of the samples shall be ISO/IEC 17025 certified and accredited by a national accreditation authority of the firm’s country of origin. All geotechnical investigations, including borehole drilling, soil and rock sampling, Standard Penetration Testing (SPT), Cone Penetration Testing (CPT/CPTu), laboratory testing, rock coring, geological logging, groundwater monitoring, interpretation and reporting, shall be carried out in accordance with the latest applicable editions of internationally recognized standards. The investigation shall principally comply with BS 5930:2015+A1:2020 (Code of Practice for Ground Investigations), EN 1997-1 and EN 1997-2 (Eurocode 7) for geotechnical design and ground investigation, ISO 22475-1:2021 for sampling methods and groundwater measurements, ISO 22476-1:2022 for CPT/CPTu, and ISO 22476-3:2005+A1:2011 together with ASTM D1586/D1586M and ASTM D6066/D6066M-24 for SPT execution and normalization of N values. Soil identification and classification shall conform to ISO 14688-1:2017, ISO 14688-2:2017, ASTM D2488, and ASTM D2487, while rock description and classification shall follow ISO 14689:2017. Borehole drilling and sampling shall utilize ASTM D1452/D1452M-25 for auger borings, ASTM D6151-25 for hollow-stem auger exploration, and ASTM D6914/D6914M where sonic drilling is employed. Laboratory testing shall be undertaken in accordance with the ISO 17892 series and applicable ASTM methods, including ASTM D2216 (moisture content), ASTM D4318 (Atterberg limits), ASTM D6913/D7928 (particle-size distribution), ASTM D3080 (direct shear), ASTM D4767 (consolidated triaxial testing), ASTM D2435/D2435M (consolidation), ASTM D698/D1557 (compaction), ASTM D1883 (CBR), and ASTM D7012-23 for the compressive strength and elastic properties of intact rock cores. Rock coring, core recovery, RQD determination, logging and preservation shall comply with ISO 22475-1, BS 5930, ISO 14689, and current ISRM Suggested Methods, with detailed records of core recovery, lithology, weathering, discontinuities, groundwater conditions and RQD included in the borehole logs. All laboratory analyses shall be performed by laboratories operating under ISO/IEC 17025, with documented QA/QC procedures, equipment calibration, chain-of-custody records and certified test results. Where any cited standard has been withdrawn or superseded, the Consultant shall apply the current replacement or an internationally recognized equivalent, subject to the Engineer's approval. The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal.
