(1) Vendor needs to provide construction management service to the government authority located in Portland, OR. – Provide construction management services, generally consisting of coordinating and managing the construction process as an independent contractor, throughout the preconstruction phase and construction phase of the project, in cooperation with agency and the design team. – Meet, consult with, advise, assist, and provide recommendations to agency and the design team on all aspects of the planning, design and construction of the project, including construction feasibility and recommendations related to managing construction activities in an occupied and operational site and/or potential park closures.– Project partnership establishment and scoping, including activities such as touring the site, affirming project goals and objectives, reviewing anticipated project elements and project scope, schedule and budget, discuss key partner roles and responsibilities and establish team communication plan and meeting schedule.  – Risk assessment and management to identify and document risks to cost and schedule along with probabilities of occurrence and mitigation strategies, beginning at design development and updated at subsequent milestones.– Provide advice on general design, design details, materials and products, value engineering and innovation, and provide written value engineering recommendations at key milestones.– Construction procurement activities including studying labor conditions and material availability, working with sub–contractors to generate viable pricing, identifying long lead time materials and equipment and developing a procurement strategy to maintain project schedule and budget.– Development of construction management plans and construction schedule.– Preparation of cost estimates and cost reconciliation at key milestones.(2) Pre–bid meeting will be held on June 18, 2026.
