(1) Vendor needs to provide water and sewer utility study service to the government authority located in Ashburn, VA. – Perform an independent, comprehensive, and data–driven assessment of the participating agency’s water and wastewater utility systems. – The study shall evaluate each utility's operational, financial, and infrastructure conditions, identify current and future challenges and develop recommendations that support reliable service, prudent asset management, financial sustainability, and long–term utility viability. • Background and existing conditions assessment: develop a comprehensive understanding of each participating agency utility system and document the historical, operational, financial, and governance factors that have contributed to its current condition.• Financial assessment: evaluate the financial sustainability and long–term viability of each participating utility system.• Operational and infrastructure assessment: evaluate the condition, performance, and sustainability of utility operations and infrastructure.• Governance, management and business practices assessment: evaluate governance structures, management practices, and organizational effectiveness.• Findings, risk evaluation and opportunities: synthesize findings into a comprehensive assessment of the current and long–term financial status of each utility system.(2) All the questions must be submitted no later than September 11, 2026.
