DRA-11169 - USA (Winters, California) - Water and Sewer Rate Study Services - Deadline August 21,2026

(1) Vendor needs to provide water and sewer rate study services to the government authority located in Winters, CA.1. Project initiation and data collection:– Kick–off meeting with city staff; review of the city's current rate structure, billing data, customer and account data, budgets, CIP, debt obligations, and reserve policies; identification of data gaps and requests for additional information.2. Financial plan and revenue requirement analysis:– Prepare a multi–year financial forecast for the water fund and sewer fund independently, incorporating operating costs, capital improvement costs (including the Cr6 Phase 1 project and subsequent phases, if known), existing and anticipated debt service, and reserve fund targets.– Identify the annual revenue requirement necessary to fund operations, capital, and debt coverage requirements for each fund.3. Cost–of–service analysis:– Evaluate the equity of the existing rate structure and identify any cross–subsidization among customer classes.4. Rate design:– Develop no fewer than two water rate structure alternatives and two sewer rate structure alternatives (e.g., uniform, tiered/inclining block, budget–based) for city consideration, including impacts on affordability, conservation incentives, and revenue stability.– Prepare bill impact comparisons for representative customers under each alternative, and compare proposed rates to comparable regional agencies.(2) All question must be submitted no later than August 07, 2026.(3) A contract period will be for one year.
