(1) Vendor needs to provide security program comprehensive study services including independent, comprehensive, enterprise–wide assessment of Durham County’s physical security ecosystem, including access control, video surveillance, storage, identity lifecycle processes, disaster recovery, and system integration, and to develop a future–state mod to the government authority located in Durham, NC.• Evaluate all physical security systems, including:o Access controlo Video surveillanceo Intrusion alarm systemso Intercom and communication systemso Mass notification systemso Building announcement systemso Storage, servers, and supporting infrastructure• Document system inventory, architecture, workflows, and dependencies.– Technical Analysis & Modeling• Perform retention modeling for 180–365–day video storage requirements.• Conduct storage forecasting and bandwidth impact analysis.• Evaluate integration opportunities– Security Guard Coverage Optimization• Analyze current security guard posts, patrol routes, and manual tasks.• Provide recommendations for technology–driven efficiency improvements that reducereliance on physical guard presence while maintaining or improving security outcomes.– Future–State Modernization Roadmap• Develop a multi–year modernization roadmap aligned with County CIP planning.• Provide recommendations for platform evolution, storage architecture, DR strategy, identity automation, and governance.(2) A pre–proposal conference date and location and site visit will be held on August 18, 2026.(3) All question must be submitted no later than August 25, 2026.
