(1) Vendor needs to provide state tracking and reporting system enhancements and support services.– Modernize and consolidate the current Risk–Based Data Management System (RBDMS) suite by enhancing and expanding the Michigan State Tracking and Reporting (MiSTAR) system.– Unified platform modernization.– Enterprise support and maintenance.– System must maintain read, write and admin access for public users, state employees, and approved third parties, supporting concurrency levels defined in the current user capacity table.– Solution must support public–facing access for read–only public users.(2) All questions must be submitted no later than October 12, 2026.(3) A Mandatory pre–bid meeting will be held on October 5, 2026.
