(1) Vendor needs to provide business strategic plan services.• Development of a business strategic plan for a Transportation Demand Management (TDM) program focused on shifting the mode share of commuters and residents the project area away from single–occupancy vehicles and toward public transit, biking, walking, and car/vanpooling.• Develop a draft business strategic plan, including recommendations for operations and the ongoing revenue generation necessary for the TDM program to be financially sustainable• Promote and, as necessary, establish mechanisms for facilitating the uptake of alternative travel options and the implementation of transportation operations and safety plans. • Development policies/practices that advance a unified vision for multimodal transportation in the project area (e.g., parking management strategies, transportation operations plans that prioritize pedestrians, and transportation demand management (TDM) plans for new development).• Provide a unified voice when advocating for financial and policy incentives to support these commitments(2) All questions must be submitted no later than November 13, 2026.(3) The contract period will be for One year.
