(1) Vendor needs to provide employee benefits broker and consulting services to the government authority located in Victoria, Texas.• Providing comprehensive employee benefits, brokerage, strategic planning, financial analysis, compliance support, carrier marketing and negotiation, implementation, employee communication, and ongoing account management services to the city.• Review and evaluate the city's current benefit programs, plan designs, funding arrangements, and administrative practices.• Recommend short– and long–term strategies addressing affordability, competitiveness, employee needs, and financial sustainability.• Provide recommendations regarding plan design, contribution strategy, cost–containment opportunities, and available benefit alternatives.• Evaluate the effectiveness and competitiveness of the city's benefit program on an annual basis.• Advise the city regarding emerging products, services, technologies, and benefit trends.• Identify significant cost drivers, utilization patterns, high–cost claim trends, and opportunities for cost containment.• Provide financial projections and funding recommendations for annual budget development.• Analyze pharmacy utilization and recommend strategies to control prescription drug costs.• Develop an annual renewal and marketing strategy in coordination with the City.• Coordinate implementation of new or renewed benefit programs.• Assist with planning and execution of annual Open Enrollment.• Develop annual benefit guides and enrollment materials.• Prepare clear employee communications explaining benefit options, costs, and plan(2) A pre–bid meeting will be held on October 6, 2026.
