(1) Vendor needs to provide actions operational framework and decision support system to the government authority located in Jackson, WY.– Providing project management, emergency management planning, GIS development, transportation and access analysis, legal review, stakeholder facilitation, and HSEEP–compliant exercise support.– Develop an operationally focused Protective Actions Program that translates emergency management doctrine into practical field guidance, operational decision–support tools, GIS resources, and validated procedures.• Review existing plans, procedures, GIS resources, warning systems, and related materials.• Develop the operational framework and associated doctrine.• Develop and validate the Protective Action Zone System• Conduct appropriate analyses supporting operational implementation and zone development.• Develop GIS–based decision–support capabilities within the County's ArcGIS Online environment.• Provide analytical support sufficient to establish operationally and scientifically defensible protective action zones.• Conduct legal review and develop operational guidance related to authorities and implementation Develop operational guidance products for field use.
