(1) Vendor needs to provide housing action plan development service to the government authority located in Golden, CO. – Conduct, inform, and develop a comprehensive Housing Action Plan (HAP), in accordance with statutory requirements. • Information and data gathering:– Review the relevant Housing Needs Assessment (HNA) and assess existing plans, codes, policies, studies, and other pertinent documents to ensure that the Housing Action Plan (HAP) is fully informed by the ongoing efforts and priorities of the jurisdiction.• Public outreach and engagement:– HAPs must be created through an inclusive process incorporating public outreach and engagement throughout the process. – This will include outreach to and engagement of communities at risk of displacement and consideration for participation by persons unable to attend meetings in person or at the local government’s regular meeting times.– Public Engagement should make complex housing topics digestible and understandable to the general public and also consider residents whose first language is not English.• Housing action plan:– Review and analyze the data collected to produce a comprehensive HAP, complete with detailed analysis, charts, and maps as applicable.(2) All the questions must be submitted no later than August 20, 2026.
