DRA-11223 - USA (Port Hueneme, California) - Parking Structure Financial Analysis Service - Deadline August 28,2026

(1) Vendor needs to provide parking structure financial analysis service to the government authority located in Port Hueneme, CA. – Support Asset Scan activities, delivery model evaluation, financial analysis, and stakeholder engagement to determine the most effective and innovative pathways for Project implementation.– Task 1.0: Project Implementation Plan: Develop a comprehensive work plan that integrates all project phases: final design and cost estimation review, delivery model analysis, asset scan activities, financial assessments, and stakeholder engagement.– Task 2.0: Existing Conditions Analysis: Conduct an compliant Asset Scan focused on facilities supporting car carrying vessel roll on and roll off (ro/ro) operations. Identify capacity limitations, aging infrastructure conditions, modernization opportunities, and operational constraints relevant to the proposed parking structure.– Task 4.0: Delivery Model Analysis: Evaluate the feasibility of innovative delivery models that includes analysis of Asset Concessions, public–private partnerships, design–build–finance–operate models, and long–term lease variants.• Conduct value–for–money analysis, lifecycle cost modeling, risk allocation comparison, and qualitative assessments relative to traditional public procurement.– Task 5.0: Financial Modeling Analysis: Conduct value for money assessment based on existing project conditions, Port credit factors, and alignment with relevant requirements.– Task 6.0: Stakeholder Engagement: Develop and implement a stakeholder engagement process that includes outreach to port users, agencies, labor groups, community organizations, the general public, and disadvantaged communities.(2) All the questions must be submitted no later than August 21, 2026.(3) Pre–bid meeting will be held on August 14, 2026.
