EXTRA-77893 - USA (Columbia, Missouri) - Electric Cost of Service and Rate Study Services - Deadline November 9,2026

(1) Vendor needs to provide electric cost of service and rate study services to the government authority located in Columbia, MO.– Responsible for conducting a study on the electric utility cost of service, rate design and review of utility fees that shall include a revenue sufficiency analysis and cost of service analysis for a ten year planning horizon; analysis of rate design for effectiveness, equity and affordability; review and analysis of the current efficiency and conservation programs and cost recovery.– Calculate debt coverage ratios and rate adjustments to meet and/or exceed debt coverage rations.– Financial projection should include a financial statement projection, a cash flow projection and shouldidentify any potential future bonding requirements of the utility.– Develop the rate design spreadsheets for each existing rate that shows the billing determinants and the revenue derived from each component, and showing the same billing units applied to each new proposed rate design.– Analyze the rate design for effectiveness, equity and affordability.– Expansion and Connection to the electric system.– Review and analyze existing electric utility services programs.– Provide Excel based cost of service analysis model.(2) All questions must be submitted no later than October 26, 2026.(3) The contract period will be for five years.
