(1) Vendor needs to provide cloud–based construction management automation and modernization solution. – The proposed solution must integrate seamlessly with existing State systems.– Specifically, it must fully integrate with the SAP ERP platform and other State enterprise systems, to create a unified digital ecosystem that enhances transparency, efficiency, and accountability in managing State‑funded construction and facility projects.– The proposed solution must exchange information with SAP in areas such as, but not limited to, budget and funds management, contract management (SRM), accounts payable, receipts and receivables (PSCD), asset management, and project systems.– Proposed solution must support:• Automation and digitization of business processes to improve efficiency and reduce manual intervention across the lifecycles of construction project management.• Seamless system integration to align business processes with best practice software capabilities across platforms.• Various data integrations with other systems, including but not limited to SAP.• Enhancement of the user experience through a web–based, intuitive, and user/mobile–friendly interface that supports stakeholders across the entire solution.– Provide comprehensive construction project management focused budgeting and planning solution that enhances financial planning, forecasting, and capital project funding allocation.– Provide tools to track, amend, and consolidate budgets, ensuring accurate monitoring of financial allocations against project milestones.– Develop budget requests / capital plans, utilizing budget forms / surveys received from agencies, determining through priority ranking with optional weighting criteria applied to varying building system investment prioritization whose list updates can automatically be renumbered.– Manage Contracts– Manage Financials– Manage Programs and Projects– Manage Assets (Building Inventory)– Technology and Service Delivery Capabilities– Access Control and Security– Architecture (Scalability, Availability, Performance, etc.)– Configurability / Flexibility– Data Storage & Archiving– Advanced Reporting and Data Visualization Capabilities– System Capacity and Performance(2) All the questions must be submitted no later than September 30, 2026.(3) Pre–bid meeting will be held on September 16, 2026.
