THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP) AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.This Sources Sought Synopsis is being used as a market research tool to determine the availability and adequacy of potential small, qualified business sources prior to determining the method of acquisition and issuance of a solicitation. Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is seeking qualified Small Businesses, including U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, SBA certified Service–Disabled Veteran–Owned Small Businesses (SDVOSB), SBA certified Women–Owned Small Businesses (WOSB), or SBA certified Economically Disadvantaged Women–Owned Small Businesses (EDWOSB). Information received in relation to this notice will be used to assist the Government in developing an overall acquisition strategy.The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a small business set–aside acquisition in lieu of full and open competition is in the Government`s best interest pursuant to FAR 19.104–1(a).The Government is contemplating award of a contract for the following:Fabrication of one portable, modular, 5–story work enclosure for use with specialized navy vessel overhaul work. The enclosure is comprised of two separate work platform assemblies with stairways, as well as a separate roof assembly and door assembly which connects with the work platform assemblies to form an enclosure. The system includes a removable roof hatch and an integrated 3 ton bridge crane structure to facilitate material handling. The structures must be fabricated by an American Institute of Steel Construction (AISC) certified fabricator. The estimated quantity of fabricated steel for one enclosure system is 150 tons. Delivery by barge will be required.Construction of one concrete, slab–on–ground storage pad at Portsmouth Naval Shipyard for the above–described work enclosure for use when the enclosure is not in use.Fabrication of two, portable, truss–style, steel material handling bridges, each with a span of approximately 90 feet, along with the fabrication of multiple steel bridge supports which are to be fabricated and installed permanently on the concrete deck at Portsmouth Naval Shipyard. These bridges include material handling rollers and a central 3–ton bridge crane high bay with deck hatches to facilitate material handling. These bridges are each a single assembly that will be regularly relocated by crane and connected to one of the installed sets of bridge supports. The structures must be fabricated by an American Institute of Steel Construction (AISC) certified fabricator. The estimated quantity of fabricated steel for both bridges is 80 tons. Delivery by barge will be required.Options:One additional portable, modular, 5–story work enclosure as described above (work enclosure assembly only–no additional storage pad).Two additional portable, truss–style steel material handling bridges (no additional steel bridge supports).If the Government decides to proceed with solicitation of a contract, the selected contractor will be responsible for all labor, supervision, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for the project.Design for this Design–Bid–Build (DBB) project is underway but early in development. In accordance with DFARS 236.204, Disclosure of the magnitude of construction projects, the estimated construction costs are currently between $25,000,000 and $100,000,000.All small businesses to include SBA certified SDVOSB, SBA certified veteran owned small businesses (VOSB), SBA certified HUB–Zone, SBA certified 8(a), SBA certified WOSB, SBA certified EDWOSB, and other small businesses, are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set–aside acquisition in lieu of full and open competition is in the Government`s best interest. If you are considering entering into a teaming arrangement, you should provide the name of all teaming partners, the anticipated type of teaming arrangements, address the specific services each member will provide and include applicable professional qualifications and experience for each member, and to what extent your company has worked with the proposed teaming partners in the past. For other than bundled requirements, you may be able to joint venture with one or more small businesses and not be considered affiliated as long as each member of the joint venture is small under the applicable NAICS code (13 CFR 121.1
