Specific Procurement Notice Request for Bids Works (One-Envelope Bidding Process) Country: Republic of Lebanon Name of Project: Green, Agri-food Transformation for Economic Recovery Project (GATE) Contract Title: Rehabilitation of Agricultural Roads – Batch 1 (4 Lots) Loan No./Credit No./ Grant No.: IBRD Loan No. 9576-LB RFB Reference No.: G-GP-W-RFB1 The Republic of Lebanon, represented by the Council For Development and Reconstruction received a Loan from the World Bank toward the cost of the “Green Agri-Food Transformation for Economic Recovery (Gate)”, and it intends to apply part of the proceeds of this Loan towards payments under the contract: Rehabilitation of Agricultural roads – Batch 1 (Proc. ref. G-GP-W-RFB1). The Green Plan invites sealed bids from interested and eligible bidders for the implementation of the above-mentioned civil works under the Contract: Rehabilitation of Agricultural Roads – Batch 1 (4 lots ). The Contractor shall complete the rehabilitation, upgrading, and maintenance of the existing agricultural road in different roads across Lebanon including but not limited to necessary soil stabilization, drainage, and surface repairs needed to improve rural accessibility, at a minimum acceptable service condition for an agricultural road. The project includes 4 roads lots distributed over 4 Cazas: Lot # Road Name Governorate Caza Village Lot 1 Mazraat el Chouf - Ain El Bakalle Mount Lebanon Chouf Mazraet El chouf Lot 2 Barghoun- Fiaa North Lebanon Koura Barghoun – Afsdik – Fiyaa- Bdabhoun Lot 3 Wadi El Arayesh - Bahina Bekaa Zahle Wadi El Arayesh Lot 4 Hermel Mansoureh_Mfazzar Bekaa Hermel Mansoureh Duration of Works: Five (5) months after the beginning of the assignment Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. The contract related to each lot will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject that the selected Bidder meets the required qualification criteria and the aggregate minimum requirements for respective lots as specified under paragraph 4 below. Bidders have the option to submit a Bid for one or more of the lots listed in the table above. Bidders submitting their bids for more than one lot, must ensure that the following criteria are met for the combined requirements of the lots included in their bid: • Construction cash flow requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.1. • Construction Average Annual Construction Turnover requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.2. A bidder will be disqualified for the submitted bid related to any one or more lots, in the event that the two requirements above are not met, as such to achieve the lowest bid price while meeting the two requirements. Interested eligible Bidders may obtain further information and inspect the Bidding Documents in English by sending an official email (mentioning the bidder’s name, address, contact person, phone number) to gpproc.gate@gmail.com, Attention: Mr. Elias El Namroud, GATE procurement officer. A prospective Bidder requiring any clarification of the bidding document may notify the PCU in writing to the attention of Mr. Elias El Namroud, GATE Procurement Officer to the following email address : gpproc.gate@gmail.com Bids must be delivered to the address below on or before Monday 16th of November 2026 at 11:00 a.m. Beirut local time . Electronic bidding shall not be permitted. Late bids will be rejected and returned to the Bidders unopened. Bids will be opened physically in the presence of the bidders’ representatives and anyone who choose to attend in person at the address below on Monday 16th of November 2026 at 11:15 Beirut local time. Attention: Mr. Elias El Namroud GATE Project Office Green Plan, Third floor Baltagi Building – Facing the General Directorate of State Security – Jnah Beirut – Lebanon Tel: 00961 3 714 520 – 00961 9 638 436 Bids shall be valid for a period of 120 days after the bid submission deadline and must be accompanied by a Bid Securing Declaration as per the specified format.
