Mental Health Services Act (MHSA) Professional Services

County is soliciting proposals from qualified Proposers for Mental Health Services Act Professional Services . Qualified Proposers should present proposals that will assist County in selecting contractor(s) that will best meet the needs of County in performing the Scope of Work described in Section III. Model Contract, Attachment A (Scope of Work), of this RFP. This RFP covers three broad areas of MHSA, including MHSA General Support and Technical Assistance; Stakeholder Planning and Engagement; and MHSA Innovation (INN) Technical Assistance and Project Implementation. The services requested in this RFP are divided into five Disciplines across the three areas of MHSA – (1) Discipline One is Behavioral Health Finance Professional Services; (2) Discipline Two is Communication and Writing Professional Services; (3) Discipline Three is Stakeholder Planning and Engagement Professional Services; (4) Discipline Four is Research and Evaluation Professional Services; and (5) Discipline Five is Project Implementation Professional Services. Discipline One, Discipline Two, Discipline Three, Discipline Four and Discipline Five services are described in Section III. Model Contract, Attachment A (Scope of Work). Proposer may submit a proposal for Discipline One services only (Behavioral Health Finance Professional Services), Discipline Two services only (Communication and Writing Professional Services), Discipline Three services only (Stakeholder Planning and Engagement Professional Services), Discipline Four services only (Research and Evaluation Professional Services), Discipline Five (Project Implementation Professional Services) or a combination of two or more Disciplines. County may award a contract to one or more Proposer(s) for each Discipline and may award one or more Disciplines to one Proposer. Further, County may award a contract to a Proposer for all or only one of the Disciplines in Proposer’s proposal. County expects the successful Proposer(s) to provide the services in accordance with the terms and conditions set forth in Section III. Model Contract. County intends to award one or more Contracts for a contract term up to five (5) years in duration.
