(1) Vendor needs to provide source–to–pay software implementation and support services.– To implement a modern, cloud–based Source–to–Pay (S2P) platform to replace fragmented and manual procurement, including Purchasing Card (P–Card) and invoice payment processes, andestablish a standardized, end–to–end procurement operating model.1. Implement a fully integrated and functional end–to–end platform with agency enterprise systems, including Workday Financial Management and IBM Maximo2. Efficiently streamline procurement operations; contracting, supplier, and catalog management; P–Card administration; and accounts payable processes across the organization, that reduce redundancy, substantially cut process cycle times, reduce costs, and achieve operational efficiency3. Embed a modernized and centralize P–Card Program that integrates with the banking provider and automates all transactions, documentation, and controls with real–time visibility and analytics,4. Increase data quality and visibility across the S2P lifecycle that enhance compliance of regulatory and internal controls, including Critical Infrastructure Protection (CIP)–013, transparency, and auditability,5. Strengthen supplier engagement by improving onboarding process, communication, and ease of doing business to increase competition in procurement opportunities,– Configurable workflows that support competitive, sole/single source, and emergency procurements for internal review, approval, evaluation, and award (single, multiple, or split) processes.– Electronic bid/proposal submission capabilities that support sealed bids/proposals and public bid openings.– Functionality to manage evaluation, including multi–criteria weighted scoring, price/cost analysis, award recommendation, negotiation, and supporting documentation.– Integration with supplier registration systems to ensure only compliant, eligible vendors participate in solicitations.– Supplier registration and onboarding portal that supports vendor qualification, compliance, certifications, insurance, licensing, diversity classifications, and documentation management.(2) The contract period will be for one year.
