(1) Vendor needs to provide staffing study services to the government authority located in Hartford, CT.– Seeks data–driven and best–practice recommendations regarding state police staffing and correctional custody and counseling staffing.– Conduct a comprehensive, zero–based staffing assessment, building staffing assumptions from the ground up.– Agency specific indicators.– Technology efficiencies.– Force deployment efficiency.– Perform a multi–year analysis of leave categories, absenteeism, workers compensation and light duty time lost, training requirements, mandatory overtime, and non–deployable status to derive a validated shift relief factor.– Analysis shall examine the following elements and inform staffing recommendations based on both the unique dynamics of the State, industry standards, and comparative state models.– Crime, incident data and public safety assessment shall be comprehensively analyzed to inform patterns and staffing needs.– Develop comprehensive staffing analyses and propose staffing recommendations that ensure the agency can meet operational needs and expected level of service.– Workload‑based staffing model that ties recommended staffing levels to measurable operational drivers, including calls for service, incident patterns, facility activity, geographic demands, and 24/7/365 operational requirements.– Modernization roadmap outlining prioritized technology and process improvements that enhance efficiency, decision‑support, and supervisory capacity.(2) All questions must be submitted no later than October 05, 2026.(3) The contract period will be for one year.
