(1) Vendor needs to provide budget software. • Platform Features and Core Modules:– Browser based, mobile responsive interface that meets Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA.– Generation of Proposed and Adopted Operating budget book is required. Ability to generate Capital Improvement Program Budget, monthly, quarterly and annual comprehensive financial reports is optional.– Role based access controls to separate internal workflows from public views.– Operating Budget: fund/classification/department/program/subprogram hierarchies mapped to agency’s chart of accounts.– Revenue and expenditure projections. Ability to increase/decrease certain objects across the board (i.e. water, electricity, gas, etc.).– Forecasting: The software should provide predictive analytics to assist in financial forecasting for current and long–term financial needs.– Scenario Analysis: Ability to model different budget scenarios based on varying assumptions.• Data Integration and Workflow:– Centralized, auditable repository with version history, changelogs, and user action timestamps.– Ad–hoc, drag and drop query builder with drill down to transaction detail.– Multiyear budget to actual and trend analyses with customizable date ranges.– Configurable approval routing – Draft versioning with redlines and archival of superseded documents.– Automated reminders and milestone tracking notifications.(2) All the questions must be submitted no later than August 24, 2026.
