(1) Vendor needs to provide election modernization and absentee voting feasibility consulting services to the government authority located in Gaithersburg, MD. – Consulting services to evaluate, develop, and support the implementation of an absentee voting model for future city elections.– Currently administers municipal elections through a hybrid voting model and is seeking a comprehensive analysis of voter participation, operational impacts, costs, accessibility considerations, and voter engagement strategies associated with transitioning to an absentee voting system.– Data collection and review:– Election data including but not limited to voter turnout, absentee ballots, etc.– Assess voter demographics including but not limited to, age, race, ethnicity, language, housing type and disability status.– Identify barriers or obstacles to voting including transportation, voting precinct location, language, etc.– Stakeholder engagement:– Create a list of key stakeholders, including city leadership, community or civic organizations, election staff workers.– Develop an implementation plan for engaging stakeholders through interviews, surveys, focus groups, and workshops.– Recommendations and roadmap:– Formulate clear and actionable recommendations based on the assessment findings.(2) All the questions must be submitted no later than September 11, 2026.(3) Pre–bid meeting will be held on September 3, 2026.
