(1) Vendor needs to provide property tax relief screening system. • Implement a property tax relief screening system (solution) to support the administration of the state’s two primary homeowner tax relief programs: the owner occupancy credit and the homestead exemption.• Solution must allow all counties to utilize the same data sources, screening tools, and risk scoring methodology to ensure consistent statewide evaluation, while allowing each county to participate on a voluntary, opt–in basis• Implement a revenue–based cost model where Contractor compensation is derived solely from validated Recovered Revenue cost.• Supports a performance‑based evaluation model tied to successful identification of ineligible exemptions.• Enhance transparency through audit trails, linked evidence documentation, and traceable decision pathways for each determination.• Reduce manual workload and administration through automation of data matching, risk scoring, and candidate prioritization.• Maintain and provide secure audit logging for all activities and data changes ensuring immutable, time stamped, and fully traceable audit records available in real time• Support batch processing, scheduled data imports, and ad hoc queries with dynamic ingestion pipelines capable of handling variable county data formats.• Enable cross–referencing with national public records, voter rolls, property ownership data, and similar datasets leveraging authoritative multi state, multi–source datasets to identify cross jurisdictional discrepancies.
