Description
The City intends to work with a Consultant for the development of an evidence-based comprehensive safety action plan (CSAP) that will identify roadway safety infrastructure projects and programs enabling the City of Pueblo and Pueblo County to compete for surface road, bridge, and other infrastructure grants. The City will utilize funding from the Safe Streets for All (SS4A) program which is intended to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through safety action plan development or projects. The safety action plan shall be focused on pedestrians, bicyclists, public transportation, motorists, various modes of personal transportation, micromobility users, and commercial vehicles. The services requested shall be funded by The United States Department of Transportation pursuant to the Action Plan Grant Award No. 693JJ32340380 effective July 20, 2023. A copy of the Grant Award (Agreement) is included as ATTACHMENT D . The awarded Contractor must perform all services in compliance with the Grant Award. As required, Contractor shall abide by and perform steps to meet the funding requirements specifically outlined in ATTACHMENT C . As required, Contractor shall abide by and perform steps to meet the Grant Award requirements specifically outlined in the following sections of Attachment C: U.S. Department of Transportation Exhibits to the FHWA Grant Agreements Under The Fiscal Year 2022 Safe Streets and Roads for All Grant Program dated February 8, 2023 pages A-1 to B-21. For the purposes of this award and all bid requirements, the awarded Contractor may be listed as "consultant", "contractor", and/or "subrecipient" in the attached documents. Contractor/Consultant shall be responsible to follow all terms and conditions of the grant sections listed for Recipient in flow-down (pass-through) for the agreement awarded in this bid and any subcontractor/subconsultant agreements/contracts. 2 C.F.R. parts 200 and 1201, including 2 C.F.R. 200.331-200.333. Contractor/Consultant shall certify compliance by completion of required funding forms in the VENDOR QUESTIONNAIRE .
