Municipal District of Bonnyville No. 87
Description
The Municipal District of Bonnyville No. 87 (MD) Protective Services Department wishes to enter into a three (3)-year Standing Offer Agreement (SOA) with a qualified consulting firm and/or consultant, including any subcontracted services. The purpose of the SOA is to supplement in-house resources and provide direct access to industry expertise for the review, analysis, and preparation of recommendations. Services will include supporting quality customer service, effective project delivery, consistent and reliable engineering services, refined budgeting, and the preparation of supporting documentation and drawings. The successful consultant will be expected to become familiar with the MD’s policies and procedures, organizational structure, and operating and software systems. In addition, the consultant shall become familiar with the MD’s master plans and strategic initiatives. The consultant shall be available on an on-call basis to address any engineering consulting requirements the MD may have throughout the term of the SOA. Mr. Gandolfi will act as the Project Sponsor, providing strategic oversight and approvals. The Proponent’s Project Manager shall be responsible for day-to-day management, coordination, and reporting. The successful Proponent shall provide professional engineering services, including but not limited to: • Planning, feasibility studies, and options analysis • Conceptual, preliminary, and detailed design • Preparation of technical reports, drawings, and specifications • Cost estimating and scheduling support • Permitting and regulatory approval support • Preparation of tender documents • Construction contract administration • Site services and inspections • Deficiency management and project closeout Services may span multiple disciplines depending on project requirements. The Proponent shall provide comprehensive MD’s representative project management services, including all phases of the project lifecycle: • Project initiation and definition • Scope, schedule, and budget development • Risk, change, and issue management • Cost control, forecasting, and reporting • Quality assurance and quality control • Stakeholder coordination • Construction oversight • Substantial completion and closeout Typical projects, studies, design and engineering for approved projects that may occur, but are not limited to: Roadways • Preliminary Engineering • Utility Investigation – Utility Crossing Agreements and Relocations • Environmental Assessment and Regulatory Permitting • Geotechnical Investigation • Drainage Analysis • Right-of-Way Acquisition including Backslope Agreements and Borrow Agreements • Assessment of Existing Asphalt Pavement Structures • Pavement Design • Detailed Design including Drawings and Cost Estimates • Tender Preparation and Administration • Construction Supervision and Contract Administration • Material Testing Services • Post-Construction Engineering Services Surveying • Preliminary Surveys • Drainage Surveys • Topographic Surveys • Construction Surveys • Legal Surveys Development Related • Developer-supplied Engineer Drawing Review or Developer-supplied Study Review • Standard Development Updates • Traffic Impact Assessments Transportation Systems • Functional Planning Studies and Concept/Preliminary Design for Estimating/Budgeting • Modelling (Traffic, Intersection Design, etc.) • Detailed Design • Tender/Construction Supervision and Contract Administration Parks, Trails, Campsites, and Docking Stations • Concept/Preliminary Design • Feasibility Studies • Estimating/Budgeting • Detailed Design • Tender/Construction Supervision and Contract Administration • RFP Preparation and Review/Evaluation Utilities Systems (Water Supply, Pumping Stations, Retention Ponds, Lagoons, Sewer Systems) • Feasibility Studies • Concept/Preliminary Design • Estimating/Budgeting Modelling • Detailed/Construction Design • Tender/Construction Supervision and Contract Administration Water Management/Storm Water Management • Feasibility Studies • Concept/Preliminary Design • Estimating/Budgeting Modelling • Detailed/Construction Design • Tender/Construction Supervision and Contract Administration Miscellaneous Studies/Projects • Site Investigations • Geotechnical Studies/Designs • Minor Structural Design • Document Development • Drafting • Database and Collection of Information • RFP Preparation and Review/Evaluation Other scope of work that may be assigned by the MD as required, are building construction, capital planning and budgeting, and life cycle analysis planning and management.
