(1) Vendor needs to provide recruiting and retention leadership development service to the government authority located in Indianapolis, IN.– The contractor shall provide services as scheduled for in–person leadership training sessions and curriculum development activities.– The program shall focus on conflict resolution, strategic thinking, motivation, tactical execution, and communication, ensuring that participants are equipped to assume greater leadership responsibilities.– The contractor shall conduct a market analysis of Indiana to evaluate the recruiting landscape and workforce dynamics.– The analysis shall assess the workforce between the ages of 18–35 to determine qualified military–age individuals, employment trends, and economic factors that may impact recruiting efforts.– The contractor shall perform a business structure audit to evaluate the leadership framework within the Recruiting and Retention Battalion.– This audit shall identify existing leadership roles, assess decision–making processes, determine skill gaps, and evaluate the effectiveness of current leadership pipelines.– The contractor shall conduct recruiter and junior leader interviews to gather qualitative insights that will inform the training program.– These interviews shall focus on leadership challenges, communication issues, and specific areas for development.(2) The contract period will be for one year.(3) This bid is set aside for total small business.
