(1) Vendor needs to provide industrial and logistics revenue and economic opportunity feasibility study services to the government authority located in San Bernardino, CA.– Property and business inventory:– Provide its preliminary inventory and reconciliation.– Warehousing, logistics, distribution, and freight forwarding.– Industrial and commercial storage, including outdoor, container, trailer, and equipment storage.– Existing revenue and compliance analysis:– Business–tax and business–registration revenue.– Reported tax bases, amounts paid, exemptions, and account status.– Revenue leakage analysis:– Unregistered or misclassified businesses.– Reported tax bases warranting review.– Business–tax classification review:– Consultant must evaluate whether existing business–tax classifications appropriately reflect current warehouse, logistics, storage, distribution, freight–forwarding, and related activities.– Revenue opportunity screening:– Consultant must screen potential revenue opportunities in three categories.– Cost–recovery screening:– Consultant must conduct a screening–level review of whether the City appropriately recovers allowable costs associated with industrial and logistics activities.– Development–related and future revenue:– Existing operating facilities.– Limited public–property screening.– Revenue modeling and scenario analysis.– Economic impact AND competitiveness.– Administrative feasibility and implementation.(2) All the questions must be submitted no later than October 26, 2026.
