– Vendor needs to provide cultural district manager consulting services to the government authority located in Belchertown, MA. – Provide cultural district manager, to support the creative economy committee in the designation and on–going management of a local cultural district.– Cultural District Designation and Foundational Planning:• Coordinate development of the cultural district partnership, including stakeholder recruitment, meetings, and partnership agreement preparation.• Review and synthesize existing economic development studies, community planning documents, and cultural asset inventories.• Coordinate updates to district boundaries, GIS mapping, and cultural asset documentation with appropriate town departments.– Second Community Summit and Strategic Planning:• Plan and coordinate the second community summit as a major community engagement initiative focused on cultural and economic development.• Convene residents, artists, makers, business owners, property owners, municipal representatives, and community organizations.• Develop summit programming, facilitated discussions, and interactive activities to identify community priorities, opportunities, and challenges.– Governance, Implementation Planning and Grant Closeout:• Develop recommendations for long–term cultural district governance, management, and organizational responsibilities.• Establish a financial sustainability strategy addressing municipal support, nonprofit partnerships, fundraising, grants, sponsorships, and earned revenue.• Coordinate preparation for and follow–up from the cultural council designation site visit, as applicable.
