(1) Vendor needs to provide enterprise hr, payroll, retirement processes technology assessment and roadmap services to the government authority located in Tacoma, WA.• Develop a strategy for aligning City–wide HR, Payroll, and Retirement technology functions to deliver on shared goals. • Criteria for determining when business units should consider differentiation vs. standardization of HR, Payroll, and Retirement technologies. • Develop a phased, prioritized roadmap and a business case(s). • Workstreams by functional domain – core HRIS and personnel administration, payroll and time and attendance, compensation, benefits and retirement, disability and leave management, talent acquisition and talent management, and organizational development. – Technology and systems to support HR, Payroll, and Retirement business processes as compared to peers • Assess current use of technologies supporting the full range of HR services – including core HRIS, Payroll, time and attendance, benefits, Retirement, applicant tracking and recruiting, learning management, performance management, classification and compensation, disability/leaves and reasonable accommodations, employee and labor relations, and organizational development and employee experience. Identify commonalities, differences, and gaps in system usage and functionality across departments and divisions. • Conduct a general evaluation of the organization’s capacity and preparedness for adopting changes in process, systems, and culture of HR, Payroll, and Retirement. • Analyse SAP utilization and provide recommendations for optimization and potential system integrations. • Assess technology enablement for the City’s field–based, shift–based, and 24/7 workforce, highlighting mobile time entry, badge–based time capture, error prevention and approval workflow, in relation to alternate scheduling and payroll requirements.
