Tara Hills Lift Station - Temporary By-Pass Pumping & Cat-Walk Demolition Works

Description

WCW is seeking bids from qualified firms to provide temporary by-pass pumping arrangement and demolish and dispose of the Cat-walk and step ladder at Tara Hills Lift Station ("Services"), as further detailed in the Scope of Services. If approved by WCW's Board of Directors, or designee, the successful Proposer will execute an agreement in the form of Attachment A. The project scope, content of proposal, and selection process are summarized in this Invitation for Bid (IFB). WCW intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at WCW's sole discretion. The Solicitation Schedule for this Project, "Tara Hills Lift Station - Cat-walk Demolition Works" is stated in the Timeline section below. All proposals must be submitted through WCW's eProcurement Portal, OpenGov Procurement in accordance with the solicitation schedule. All Questions must be submitted in writing through OpenGov Procurement by clicking the Question/Answer Tab. All Questions submitted and answers provided will be electronically distributed to Proposers through OpenGov Procurement, pursuant to the solicitation schedule in the Timeline below. Proposals will not be accepted after the proposal submission deadline. An incomplete proposal or a proposal that does not conform to the requirements may not be considered, in WCW's sole discretion. Issuance of this Invitation To Bid does not obligate WCW to award a contract. WCW is not liable for any of Proposer’s costs to prepare and submit a proposal. WCW may award all or parts of this contract to several Proposers, select no Proposers, and/or to re-solicit proposals. By submitting a proposal, the Proposer agrees that it has read and understands all requirements and conditions of this RFP. Submission of a proposal constitutes a firm offer to WCW for 180 days from the deadline. Submission of a proposal indicates an intent to be bound to the conditions contained in this RFP unless a clear exception request is included in the proposal. Questions regarding this RFP are to be submitted and answered through WCW's eProcurement Portal. Labor Code and Prevailing Wage Requirements. The Services include public works as defined by California Labor Code section 1720. The successful Proposer shall be responsible for the payment of prevailing wage rates, the training of apprentices and compliance with other related requirements as set forth in California Labor Code Sections 1770 to 1780, inclusive. Prevailing Wage and Labor Code requirements are detailed in Attachment B, Labor Code Requirements. Contractors and subcontractors must be registered with the Department of Industrial Relations ("DIR") at the time of bid, or else the bid may be rejected as non-responsive. (See Labor Code sections 1725.5 and 1771.1.) Each bidder must submit proof of contractor registration with DIR (e.g. a copy of the relevant page of the DIR's database found at https://cadir.secure.force.com/ContractorSearch) . This Contract is subject to monitoring and enforcement by the DIR pursuant to Labor Code Section 1771.4. The Contractor must post job site notices, as prescribed by regulation. The Contractor shall furnish the records specified in Labor Code Section 1776 directly to the Labor Commissioner, monthly in a format prescribed by the Labor Commissioner. Proposers and their proposed subcontractors shall hold licenses as may be required by the laws of the State of California for the performance of the work specified in this RFP. Firms proposing as the prime contractor shall possess a valid California State Contractor's License, Classification "A" – General Engineering Contractor, or Classification "C-42" – Sanitation System Contractor. in addition, proposers not possessing and A License shall also possess C21 License. All workers involved in performing the works shall possess Cal-OSHA certification. Upload Cal-OSHA Certification Proposers must complete Form 5, License Requirements ("Services") as further detailed in Section 3, Scope of Services. If approved by WCW's Board of Directors, the successful Proposer will execute an agreement in the form of Attachment A for a one (1) year base term with up to one year option term. California Air Resources Board ("CARB") In-Use Off-Road Diesel-Fueled Fleet Rules Certificate. If, during performance of the Work, the Contractor or any of its proposed subcontractors operate a fleet of any vehicles that are subject to CARB's In-Use Off-Road Diesel-Fueled Fleet regulations, including but not limited to vehicles with a diesel-fueled or alternative diesel fueled off-road compression-ignition engine with a maximum power of 25 horsepower or greater provided that the vehicle cannot be registered and driven safely on-road or was not designed to be driven on-road, the rules in 13 C.C.R. § 2449 et seq. will apply. 13 C.C.R. § 2449(b) provides the description of vehicles subject to the regulations. If the Contractor and its subcontractors will operate vehicles subject to this regulation in the performance of the contract, the Contractor must certify that it and its subcontractors comply with the CARB rules and will provide WCW with CARB-issued Certificates of Reported Compliance for the fleets and the CARB-issued identification number. The Contractor must complete Form 5 – California Air Resources Board In-Use Off-Road Diesel-Fueled Fleet Rules Certificate and provide valid Certificates of Reported Compliance for the fleet used by the Contractor and its listed subcontractors, if applicable.
