(1) Vendor needs to provide legal representation of respondents in civil commitment proceedings involving sexually dangerous persons, individuals with sexual psychopathic personalities, chemically dependent persons, persons with developmental disabilities, persons who pose a risk of harm due to mental illness, and persons who have a mental illness and are dangerous to the public, as well as guardianship and conservatorship actions throughout the county to the government authority located in Stearns, MN. A. Legal representation at all stages of guardianship and conservatorship proceedings, including appeals, for those proposed wards and protected persons for whom the court has appointed legal counsel.B. Legal representation at all stages of civil commitment proceedings, including petitions for release from commitment, for those respondents for whom the court has appointed legal counsel.C. For civil commitments involving sexually dangerous persons, sexual psychopathic personalities.D. In the event that the selected attorney(s) are unable to serve as counsel in a specific case due to illness or conflict of interest.E. Counsel shall not accept or provide representation in a case that presents a conflict of interest with a case for which counsel has legal obligations.
