(1) Vendor needs to provide mobile crisis services to the government authority located in Philadelphia, PA. – Provide 24/7 community–based crisis services including emergency screening, assessment, crisis stabilization, de–escalation, short term counselling, and triage.– Services are resolution–focused and recovery–oriented.– Provide immediate, behavioural health assessments and respond to a variety of situations including but not limited to wellness checks, intoxication, conflict resolution, non–emergency medical treatment, and transportation to social services. – Serves individuals in their homes, workplaces, or in the community, with the goal of stabilizing crises in the community and serving as a diversion from an emergency department, psychiatric hospital, or police encounter.– Triage and screening, including explicit screening for suicidality, using standardized tools like the suicide severity rating scale.– Assessment, including explicit comprehensive suicide risk assessment.– Brief interventions to reduce suicide risk, including safety planning and counselling to reduce access to lethal means.– Trauma–informed de–escalation.– Referral and coordination with new and/or existing medical and behavioural health services.(2) All the questions must be submitted no later than October 30, 2026.(3) The contract period will be for one year.
