  "summary": "<p>The County of Middlesex, through a federally funded Local Capital Project Delivery (LCPD) Program administered by North Jersey Transportation Planning Authority (NJTPA), have, in close cooperation with New Jersey Department of Transportation (NJDOT) Local Aid District 3, undertaken the replacement of Inter-County Bridge 3-B-40 to address structural deficiencies to provide a safe and efficient bridge crossing in conformance with current AASHTO, NJDOT, and Middlesex County design standards and policies. The Local Concept Development (LCD) phase of the LCPD Program for the replacement of Old Bridge Matawan Road Bridge has been recently completed and the project has been approved to advance to the Local Preliminary Engineering (LPE) phase.</p><p>The County of Middlesex is seeking a qualified consultant to successfully complete the LPE Phase of the project to be eligible to receive Federal funding for Final Design (FD) and Construction in accordance with the NJTPA&rsquo;s LCPD Program. The selected consultant will be required to comply with all applicable Federal and State regulations and contracting provisions required by the Federal and State funding authorities and the County of Middlesex.</p><p>The proposer shall submit information regarding ESBE participation for the project and describe how the goal of a minimum of<span style=\"background-color: rgb(251, 238, 184);\"> 10%</span> on this project will be accomplished. ESBE firms must be NJDOT approved.</p><p>Through this RFP, the County of Middlesex is seeking to engage one firm to provide professional consultant services for a County of Middlesex project. The contract will be for the Replacement of Inter-County Bridge 3-B-40, Old Bridge Matawan Road over Lefferts Lake, Old Bridge Township, Middlesex County &amp; Matawan Township Monmouth County, N.J. The major objective of the PE Phase is to further develop and refine the PPA with the detail necessary to secure the approval of the environmental document and a Design Exception Report.</p><p>The source of funding for this project is provided through a federal grant from the FHWA. The award of this project is subject to the availability of funds and pending authorization from FHWA and NJDOT.</p><p>The selection process that will be utilized is a Qualifications Based Selection Process in accordance with the Federal Brooks Act. Each technical proposal received by the stipulated cut-off date, and which meets the prequalification requirements stipulated herein, will be evaluated by a consultant selection committee.</p><p>Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, consultants are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.</p><p>The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.</p><p>Cost plus fixed fee with the NJDOT approved overhead rates are to be used when preparing the Cost Proposal. <strong>Technical Proposals and Cost Proposals shall be submitted separately. </strong>Please see SECTION 6.4 INSTRUCTIONS FOR SUBMISSION for more information.</p>",
