(1) Vendor needs to provide energy company services to the government authority located in Kansas, MO.• Reduce utility consumption and verifiable annual operating expenditures; improve building performance, reliability and occupant comfort; and strategically coordinate energy improvements with its capital improvement program.• Separate presentation of bond–eligible HVAC work, other capital–funded work, and measures proposed for guaranteed savings financing; clear accounting for interactions between measures.• Design, procurement, construction oversight, commissioning, staff training, measurement and verification (M&V), and post–installation performance support.• Baseline utility consumption and cost assumptions, tariff and rate assumptions, escalation factorsand proposed baseline adjustments(2) All questions must be submitted no later than November 4, 2026
