(1) Vendor needs to provide airport rental car consulting services to the government authority located in Birmingham, AL.1. Project Planning and Initiation• Conduct a kickoff meeting with airport staff to understand objectives, timeline, current contract status, and airport–specific goals.• Review existing rental car agreements, prior RFPs, and related documentation.• Develop a project timeline and stakeholder engagement plan.2. Industry Analysis and Best Practices• Conduct benchmarking of rental car concession models at comparable airports.• Provide an analysis of industry trends, including customer preferences, electric vehicle integration, Customer Facility Charge management, and off–airport competition.3. Lease and Business Plan• Review tenant operations, sales, transactions, staffing, and related operational data; compare findings to industry standards; and recommend opportunities to improve operational effectiveness.• Review and analyze existing and expanded Ready/Return Area space and confirm proposed space allocations for the new opportunity.4. Implementation Strategy and Support• Recommend a transition plan from the existing program to the new program that maintains acceptable service levels and minimizes disruption.5. Stakeholder Engagement• Facilitate engagement with internal airport departments (e.g., finance, legal, operations, sustainability).• Conduct structured outreach to current and prospective rental car companies to gather feedback and ensure broad industry participation(2) A pre–submittal meeting will be held on August 17, 2026.(3) All question must be submitted no later than August 24, 2026.
