(1) Vendor needs to provide comprehensive user fee study, citywide cost allocation plan and compliant indirect cost rate services to the government authority located in Los Angeles, CA.A. Comprehensive User Fee Study: – 1. Review all existing City fees, permits, licenses, service charges, and other user fees, excluding utility rate studies and development impact fees unless otherwise authorized.2. Conduct an activity–based cost–of–service analysis to determine the full cost of providing each service, including direct, departmental, and citywide indirect costs.3. Determine current cost recovery levels for each fee–supported service and recommend revised fees based on cost recovery objectives, City policy, and applicable legal requirementsB. Citywide Cost Allocation Plan (CAP): –– Allocate costs using recognized cost allocation methodologies, including sequential (step–down) allocation or other generally accepted approaches.– Calculate citywide overhead rates, departmental administrative overhead rates, and fully burdened hourly labor rates to support grant reimbursement, interdepartmental billings.C. Compliant Indirect Cost Rate Proposal– Identify allowable indirect costs, exclude unallowable costs, establish indirect cost pools, develop allocation methodologies, and calculate department–specific indirect cost rates.– Prepare all certifications, schedules, reconciliations, supporting documentation, and workpapers necessary for Federal or State review, audit, and annual indirect cost rate submissions.D. Aquatic Center Financial Impact and Cost Recovery Analysis1. Evaluate all projected operating costs (staffing, utilities, chemicals, maintenance, administration).2. Provide revenue modeling (admissions, lessons, programs, rentals, memberships).3. Develop a minimum five–year operating and financial forecast, including inflationary assumptions for labor, utilities, maintenance, and program revenues.4. Recommend staffing structures, pricing strategies, programming, and subsidy requirements.(2) All question must be submitted no later than September 10, 2026.
