(1) Vendor needs to provide five–year strategic plan services.• Review current conditions with an analysis of existing strengths, weaknesses, opportunities, and threats (SWOT).• Suggest strategic initiatives over a five–year timeframe.• Review the existing standards of cover and community risk assessment (on the fire department’s website) and establish realistic strategic initiatives for the future.• Review the fire department’s existing mission statement, vision and values.• Engage the community and collect both internal and external stakeholder input including labor, management, staff and the city council as part of the planning process (Note: input from the city’s firefighters who work shift assignments will require three separate site visits to capture the city’s three separate work shifts).• Develop draft and final versions of the strategic plan.• Present the final strategic plan to the city council at a designated meeting.(2) All question must be submitted no later than August 21, 2026.(3) A contract period will be for one year.
