(1) Vendor needs to provide economic growth and prosperity consulting services to the government authority located in New Mexico.– Strategic economic development services that support business attraction, retention and expansion, workforce development, site readiness, regional competitiveness, and measurable community benefit within County, including its unincorporated areas.A. Stakeholder Engagement, Transparency, and Reporting– Provide regular, accurate reporting on project activity, outcomes, and performance measures while protecting confidential business information to the extent permitted by applicable law. Public–facing information concerning County projects shall be coordinated with the county prior to releaseB. Reporting and deliverables shall include at a minimum:– Quarterly Performance Report – summary of activities, active project pipeline, activity, business contacts, site–selectin activity, referrals, outcomes, performance measures, challenges, and planned next stepsC. Competitiveness, Marketing, and Quality of Place– Include County data, sites, targeted industries, and community assets in appropriate regional marketing materials, prospect responses, delegations, trade shows, and business recruitment activities. County–specific materials and messaging shall be coordinated with the County before public release when practicable.D. Business Retention and Expansion – Identify business retention and expansion opportunities and coordinate connections to appropriate County, State, regional, and other resources, including incentives, funding, or other assistance without prior written County authorization.(2) A Non–Mandatory Pre–Proposal Conference will be held November 4, 2026.(3) All question must be submitted no later than November 10, 2026.
