EXTRA-72329 - USA (Florida) - Utility Master Plan Service - Deadline August 17,2026

(1) Vendor needs to provide utility master plan service to the government authority located in Florida. – The professional services for this work effort include planning, engineering support, and coordination services necessary to develop an Airport Utility Master Plan.– Services shall generally include project management and stakeholder coordination; data collection and review; inventory – in Geographic Information System (GIS) format and assessment of existing utility systems; condition assessment and evaluation; demand and capacity forecasting; identification of system deficiencies and operational risks; evaluation of improvement alternatives; development of a prioritized, phased utility capital improvement program with planning–level cost estimates; and preparation of clear, decision–focused documentation and presentation materials to support airport planning and implementation.• Data collection and integration with the Aviation Authority’s Geographic Information System (GIS), Computer–aided Design (CAD), and asset management systems• Evaluation of existing systems and coordination with applicable agencies shall include and may not be limited to the following: domestic water, fire suppression water, stormwater, wastewater, industrial wastewater, sanitary sewer, reclaimed water, electrical power distribution, fuel supply and distribution• Capacity analysis for the secondary systems owned and operated by the Aviation Authority including but not limited to grease traps, and oil water separators• Evaluate future utility demands associated with planned and anticipated concessions, food and beverage facilities, and tenant buildouts• Assess potable water & sanitary sewer system capacity and performance impacts resulting from restroom expansions, modernizations, and upgrades required to support forecasted passenger volumes• Forecast future utility demand based on passenger, cargo, and airport growth projections• Align forecasted needs with the Airport Master Plan and Capital Improvement Program• Alternatives analysis• Evaluation of resiliency, emergency preparedness, and energy efficiency opportunities• Coordination with local utility providers and agencies having jurisdiction• Ensure regulatory compliance• Stakeholder engagement including airport departments, tenants, and public outreach• Preparation of Utility Master Plan(2) All the questions must be submitted no later than July 17, 2026.(3) Pre–bid meeting will be held on July 8, 2026.
