(1) Vendor needs to provide optimization and performance transformation consulting services to the government authority located in Texas.• Conduct a comprehensive, data–driven assessment of perioperative operations through onsite observations, stakeholder interviews, operational and financial data analysis, and performance benchmarking. Identify root causes, operational barriers, improvement opportunities, and develop actionable strategies to improve perioperative performance• Physician and anesthesia leadership, nursing, materials management, data analytics, financial performance, change management, and project implementation. Identify key personnel, qualifications, roles, availability, and level of involvement throughout the engagement.• Utilize data analytics and appropriate benchmarks to evaluate OR utilization, throughput, first case starts, turnover, block utilization, scheduling, capacity, and other key performance indicators. • Assess and strengthen perioperative governance, leadership accountability, decision–making, and performance management• Demonstrate successful experience in academic medical centers, teaching hospitals, Level I trauma centers, and similarly complex perioperative environments.(2) All questions must be submitted no later than Sep 22, 2026.
