(1) Vendor needs to provide cellular and wireless action plan development service to the government authority located in NH. – Support the development of a comprehensive cellular and wireless action plan designed to strengthen mobile connectivity across the agency. – Provide the following services for analyzing and developing a plan to enhance wireless and cellular connectivity throughout agency.• Information gathering and stakeholder engagement:– Conduct a thorough assessment of agency’s demand for wireless and cellular coverage.– Identify and engage a wide range of stakeholders, including cellular providers.– Leverage any existing relationships with cellular providers to streamline outreach efforts.– Develop and implement a robust community outreach strategy, including both virtual and in–person engagement events.• Technical assessment and analysis: Conduct a detailed technical evaluation of agency’s existingwireless and cellular infrastructure and services.– Analyze existing infrastructure and service performance and validate findings through statewide drive–testing– Identify geographic areas that would benefit from future public investment.– Develop business cases for new or expanded infrastructure.• Action plan development and integration: Combine demand analysis, capacity assessments, and infrastructure deficiency findings to create a comprehensive action plan aligned with agnency’s strategic priorities, including relevant efforts by agencies.– Develop a clear, accessible, and visually engaging cellular and wireless action plan.– Integrate stakeholder feedback and technical analysis results.(2) All the questions must be submitted no later than November 9, 2026.
