(1) Vendor needs to provide housing needs assessment services to the government authority located in Waterford, MI.• Establish a reliable baseline of the township’s housing stock, housing market, households, and housing needs, including a five–year outlook and longer–term context where supportable.• Identify housing affordability gaps, cost burden, severe cost burden, overcrowding, substandard conditions, housing instability, and unmet needs across household types and income levels.• Assess the availability and adequacy of housing for older adults, people with disabilities, larger households, extremely low– and low–income households, renters, homeowners, people experiencing or at risk of homelessness, and other populations with special needs, to the extent reliable local data are available.• Assess the exposure and vulnerability of housing and residents to flooding and other relevant natural hazards, including climate–related hazard risks where data are available and applicable.• Document known disaster impacts, unmet housing recovery needs, repair and replacement needs, and potential mitigation or resilience measures, without treating unavailable or protected records as known facts.• Identify barriers and opportunities related to land use, zoning, building regulations, permitting, infrastructure, financing, housing preservation, rehabilitation, and new housing development.• Translate findings into a prioritized action plan with potential partners, implementation steps, relative costs, funding opportunities, measures of progress, and suggested timing.• Provide maps, data tables, and reusable digital files that township staff can update and use in future planning, budgeting, grant applications, and consolidated plan activities.(2) All question must be submitted no later than November 09, 2026.(3) A contract period will be for one year.
