(1) Vendor needs to provide global critical minerals project scoping services to the government authority located in Arlington, VA.1. Provide a rapid, desk–based screening of up to thirty (30) early–stage opportunity, where only preliminary information is available; and2. Inform decision whether a full evaluation is warranted and how best to scope any subsequent work.3. Provide up to fifteen (15) detailed, desk–based actionable analysis of project opportunities that demonstrate sufficient strategic, technical, or commercial potential;4. Evaluate the project viability, risks, sponsor commitment, market relevance, alignment with funding criteria, and potential for private sector participation(2) All question must be submitted no later than August 18, 2026.
