(1) Vendor needs to provide comprehensive local surface water management plan update services to the government authority located in Bloomington, MN.– Comprehensive rewrite and update of its local surface water management plan while concurrently refining and reorganizing key stormwater infrastructure GIS datasets.– Includes developing digital engagement tools like online surveys and interactive maps, as well as creating high–quality visual materials, such as content boards and educational presentations, for public meetings.– Consultant will manage the statutory review process, including preparing all necessary plan documentation for formal submittal to review agencies, collecting and summarizing feedback, presenting feedback summaries to city staff, and updating the drafts accordingly.– Material development for public workshops targeted at distinct community sectors, including residents, local business owners, and other community groups. – Formulation of a comprehensive list of structural and non–structural stormwater projects, studies, and programs that will make up the city’s implementation programming.– Creation of a flood risk management policy.– Deliver metadata and workflow guidance for future updates.(2) All questions must be submitted no later than August 28,2026.
