REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) The Government of Indonesia Global Environment Facility Indonesia Sustainable Cities Impact Project Grant No.: TF0B8114 Assignment Title: The Preparation of Policy and Regulatory Recommendations for Strengthening the Formulation and Implementation of the Strategic Environmental Assessment for the Regional Medium-Term Development Plan (KLHS RPJMD) Reference No .: ID-LH-563829-CS-INDV The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: (a) assessing the implementation of KLHS RPJMD and regulatory issues, (b) formulating an Explanatory Memorandum for the revision of Permendagri No. 7/2018, (c) developing recommendations and an institutional framework for strengthening KLHS RPJMD implementation, and (d) preparing recommendations for the revision of Permendagri No. 7/2018 and draft Guidelines for the Preparation and Implementation of KLHS RPJPD/RPJMD. The Services are expected to be performed during a period of 8 months. The activity will be executed by 1 (one) expert for 8 (eight) months from the start date. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: Minimum education of a master’s degree in environmental studies/ forestry/ natural resource management/ public policy as evidenced by degree certificate; Knowledge and experience in SEA preparation, particularly KLHS RPJMD, evidenced by certification in SEA training: Minimum of ten (10) years of professional experience in regional development/spatial planning/environmental management/natural resource management; Strong skills in data analysis (tabular and spatial) and proficiency in report writing and presentations, as evidenced by project experience and/or professional references; Experience in collecting and processing data generated from Focus Group Discussions (FGDs), as evidenced by project experience and/or professional references. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
