Intergovernmental Authority on Development (IGAD) -Djibouti Request for Expression of Interest (Consulting Services – Individual Consultant Selection) Name of project: FOOD SYSTEMS RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA Project No.: (P178566) Grant No: IDA-E 0820 Assignment Title: Consultancy on Identification, Gathering, Organising, and digitising Agro-climatic Datasets for Integration into the IGAD Ground Water Information System Contract No.: DJ-IGAD-555870-CS-INDV The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Food systems resilience program for Eastern and Southern Africa and intends to apply part of the proceeds of this Grant to payments under this contract: Consultancy on Identification, Gathering, Organising, and digitising agro climatic Datasets for Integration into the IGAD Ground Water Information System The objective of the assignment: The purpose of this consultancy is to identify, collect, and prepare relevant agroclimatic datasets and support their seamless integration into the Global Wildfire Information System (GWIS). The assignment will help expand the system’s usefulness so that it becomes a decision-making platform hosted by both the FSRP and the Water Unit. Policymakers, planners, and farmers should be able to rely on GWIS not only for groundwater data but also for guiding agricultural practices, improving water use efficiency, and planning food production. More information is provided in the Terms of Reference attached/ available upon request Expected Outcomes By the end of the consultancy, agro-climatic data that can be layered in the GWIS and can be used by both water and agriculture stakeholders will be made available for three cross-border areas: Karamoja, Moyale, and FerFer. This will make it easier for policymakers and farmers to make decisions that optimise water use and improve crop yields. It will also provide stronger evidence for Member States to design policies and investments that link water and food systems in a more resilient way. Scope of Work The consultant will carry out the following tasks: Identify and prioritise relevant agro-climatic elements such as rainfall, soil moisture, evapotranspiration, and crop suitability, among others. IGAD will provide guidance on the scope/type. Collect and source datasets from several sources including ICPAC, satellites data, and national meteorological agencies and Ministries of Agricultures (Also recommend opportunities for continuous sourcing of data). Clean, process, and prepare the data for integration into GWIS. Develop a procedure for updating data regularly in the system. Identify and recommend effective methods for Synthesis and Interpretation of the data for use by various groups, including Farmers, governments/policy makers and Development partners. Produce metadata and technical documentation that clearly explain the datasets, their sources, and how they should be used. Identify gaps and opportunities for investment in Water Resilient Food Systems in the IGAD Region. Support IGAD in organising validation workshops with Member States to review the results. Minimum Consultant’s qualifications and experience requirements The consultant should hold an advanced degree in agro climatology, agronomy, GIS, information technology, or a related field. Strong skills in GIS, database management, and spatial data analysis are required, along with at least 15 years’ experience linking agriculture, food security, and climate data with water management. At least three references for similar assignments should be provided. The consultant should have Relevant Experience in IGAD Region plus good writing and communication skills. Experience in conducting training or facilitation of workshops will be considered an advantage. Fluency in English is essential, and knowledge of other regional languages would be an asset. The Consulting Services Contract is expected to be for a period of Six (6) calendar months from the date of commencement. The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
